An executive order isn’t the same as a law and can’t by itself change election rules set by Congress or the states. Trump said on Truth Social that there “will be Voter I.D. for the Midterm Elections, whether approved by Congress or not,” and that he’d issue an executive order if the SAVE America Act fails.
