A federal judge in Washington blocked the Trump administration from attaching new conditions to grants through the Teen Pregnancy Prevention Program. The administration had tried again to force recipients to use the money for abstinence-only education, an old restriction that another judge had already struck down. Judge Christopher Cooper didn’t mince words. “As the saying goes, ‘When at first you don’t succeed, try, try again,’” he wrote. “HHS has taken this adage to heart.” The ruling means the administration can’t use these grants to push abstinence-only requirements that have already been rejected by the courts.
