Earlier this year, Utah’s 2025-2026 voter roll review identified just one noncitizen registration and that individual never voted. Out of more than two million records examined, officials found zero noncitizen ballots cast. The SAVE America Act isn’t needed.
So what is it, and why is it being pushed so aggressively?
The SAVE America Act would:
– Roll back automatic “motor voter” registration and severely limit online voter registration. Mail registration would effectively be blocked unless applicants appear in person with citizenship documents.
– Require states to submit voter registration data to DHS for comparison against federal databases, without clear limits on how that sensitive voter data could be used.
– Force repeated documentary proof requirements meaning even voters who simply update their address or party affiliation could be required to re-prove citizenship.
– Expose election officials to lawsuits or even criminal penalties (up to five years in prison) for registering someone without proper documentation including human error.
And this isn’t just about showing a standard state-issued ID. The proposal centers on documentary proof of citizenship, such as a passport or birth certificate. At least 3.8 million Americans lack ready access to citizenship documents. Nearly half of Americans (about 47%) do not have a valid U.S. passport, and obtaining one costs over $130.
Kansas implemented a similar documentary proof requirement, and it blocked roughly 31,000 eligible citizens (about 12% of applicants) from registering before the law was struck down in court.
When Utah’s own comprehensive review found no evidence of noncitizen voting, it raises a serious question. If the problem doesn’t exist at scale, why impose new costs, new barriers, and new criminal penalties?
Policies like this don’t expand election security they limit access for eligible voters. MAGA is losing support everyday, the only option they have is attempt to stop people from voting to keep power,
